Job Summary

The Human Resource Officer will support the decentralization of HR operations, aiming to increase efficiency and effectiveness in service delivery. The role involves recruitment, staff welfare, training support, policy implementation, and safeguarding, contributing to a healthy and productive workplace.


Key Responsibilities

🧑‍💼 Recruitment & Onboarding

  • Initiate and support recruitment processes and interview logistics.
  • Collect onboarding documents and issue employment contracts.
  • Ensure timely completion of probation reviews.

📂 Staff File Management

  • Conduct background checks and manage registration for social security and health insurance.
  • Maintain accurate, up-to-date staff records.

🎓 Training & Development

  • Assist in identifying training needs and support training organization.
  • Help evaluate the effectiveness of training activities.

📋 HR Services

  • Coordinate with Accounts on payroll processing.
  • Manage leave, attendance, and contract renewals.
  • Handle transfers, resignations, and disciplinary actions in consultation with the HR Manager.
  • Update the HR Information System (HRIS).
  • Ensure staff have ID cards and name tags.

🧭 HR Strategy & Performance Management

  • Support implementation of HR policies and strategic goals.
  • Facilitate staff performance review processes (objectives, mid-year, and year-end).
  • Promote staff development through internal learning tools like the BRAC Learning Catalogue.

🛡️ Safeguarding

  • Ensure all team members are protected from harm, harassment, and exploitation.
  • Promote BRAC’s safeguarding policies and report any concerns appropriately.


Candidate Profile

Required Qualifications

  • Bachelor’s degree in Human Resource Management, Industrial Relations, Law, or a related field.

Required Experience & Skills

  • At least 2 years of experience in an HR role.
  • Sound knowledge of HR functions, Tanzanian labor laws, and disciplinary procedures.
  • Proficiency in MS Office; HR software/HRMS experience is a plus.
  • Strong interpersonal, communication, and organizational skills.
