🎯 Role Purpose
As a key member of the Senior Management Team (SMT), the Head of Program Development and Quality (PDQ) will drive strategic program development aligned with the Country Strategy Plan (CSP). This role ensures the design and delivery of high-quality, evidence-based, and innovative programs that align with Save the Children’s global breakthroughs: Learn, Survive, Be Protected.
The PDQ lead will oversee program quality, support evidence generation, ensure effective MEAL systems, and foster data-driven decision-making across the organization.
🛠 Key Responsibilities
- Lead the development, review, and implementation of the Country Strategic Plan (CSP)
- Oversee the design of innovative programs grounded in evidence and aligned with global frameworks
- Ensure a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system is in place
- Facilitate knowledge management and use of data for continuous improvement
- Promote integration of child rights, gender, and inclusion in all programs
- Ensure timely and high-quality donor reporting and compliance
- Contribute to fundraising and proposal development efforts
🎓 Qualifications & Experience
✅ Master’s degree in International Development, Social Sciences, or a related field
✅ Minimum of 8 years in senior leadership roles within program development or quality in an NGO or development organization
✅ Strong track record in designing and managing programs with measurable outcomes
✅ Extensive knowledge of MEAL frameworks and evidence-based programming
✅ Excellent communication and team leadership skills
✅ Experience working with donors, government bodies, and partner organizations
